How to Select the Right GEMM Mode

  1. Determine Integration Depth. Assess how deeply the hire needs to be embedded in your team. Core = strategic, ownership-level. Extended = functional ownership, 12+ months. Modular = defined scope, 3–12 months. Light = transactional, deliverable-based.
  2. Assess Risk Tolerance. Determine your company's tolerance for PE risk and misclassification risk. Low tolerance → EOR only. Medium → EOR or carefully structured Contractor. High → Contractor acceptable with proper documentation.
  3. Select Engagement Structure. Based on integration depth and risk tolerance, select one of 4 structures: EOR (lowest risk), Contractor (highest flexibility), Fractional (C-suite expertise), or Project (deliverable-based).
